Legaltech at the service of logistics - SITTEM Alger 2018

Seraphin.legal was invited to the third edition of the SITTEM (International Symposium on Translogistics, Transit and Warehousing of Goods), which was held at the CIC of Algiers on December 8 and 9 with the specific theme " China and the Silk Road ", under the high patronage of the Minister of Public Works and Transport, Mr. Abdelghani ZALENE and under the sponsorship of the Minister of Trade, Mr. Said DJELLAB.

This invitation is part of the partnership between Seraphin.legal and Legal Doctrine, the first Algerian legal startup in Algeria, concluded in the framework of the Legal Tech Africa initiative.

The round table discussion entitled "Digitalisation, procedures and access to law: accelerators of international trade and investment" focused on the interests of legaltech for the digitalisation of logistics and attempted to highlight the role of facilitator that legaltech can play in foreign trade.

Thomas SAINT-AUBIN (CEO of Seraphin.legal), Gibran FREITAS (project manager at Seraphin.legal, co-founder of Legal Tech Africa) and Walid GHANEMI (CEO of Legal Doctrine) provided the following insights:

Transforming legal data into business data

The cross-referencing of "digitised" contracts with structured positive law makes it possible to link each clause of a contract with its corresponding up-to-date legal reference. This way, the players in logistics contracts are automatically notified of each legislative change, which allows insurance companies to improve their products and transport companies to ensure their compliance.
In Algeria, this is now possible thanks to the Legal Doctrine search engine which makes Algerian positive law accessible.

 

Blockchain and supply chain traceability
The combination of technologies used in blockchains is particularly suitable for the traceability of goods and persons (private/public key and anchoring) as well as the codification of rules and standards (computer language and smart contracts).
 
Making law and standards accessible 
One of the main issues for all actors in the supply chain is to share the same terms for goods and procedures . During his speech, Thomas Saint-Aubin said: we could trace goods and people, we cannow code the rules and standards that apply to goods and people's liability, this is the core of what LegalTech can bring to the actors of logistics. Law coded in computer language allows all actors in the supply chain to resonate on the same terms, avoiding any conflict of understanding.
This echoed the words of Mrs. Nassima Berreksi (Divisional Inspector of Customs), from the Algerian Customs Administration, who proposed to take the "legal concepts" as pivotal data in order to develop the interoperability of systems and to better interconnect the Information Systems of the logistics actors who encounter communication problems.

In addition, the two actors of the Franco-Algerian partnership were awarded a prize for the innovation and dynamism of their initiatives.
